Web designers tend to have preferred software for building WordPress websites and favourite ways to set those sites up. A website created with an unfamiliar builder and structure can be difficult to work with, especially if the designer has to obtain and learn a new set of tools to maintain the site.
Your web hosting might not be up to scratch.
Substandard hosting can slow the entire process, especially if your existing web host has poor customer support. Your web designer will usually have a preferred host they work well with, and dealing with a different company for one site adds an extra layer of work. Consider also what hosting you are using for emails.
Your WordPress version, plugins, and themes might be outdated or without current licenses.
Depending on how well your previous developer/designer maintained your site, elements of it might be quite out of date, which will create security vulnerabilities and performance issues.
The site might have been built in a way that makes it difficult to update

Having said all that, it’s not impossible to move your website to a new designer. You just need to be prepared for some fine-tuning. Your new designer will probably want to do a thorough site audit to check for potential issues. Then you can discuss the technical direction you wish to take and plan any necessary improvements. It might be most efficient to rebuild the site afresh, especially if the old one is somewhat broken.
